I actually sold the last two new 128 Coupes in Calgary in 1979. Within one year both cars were showing large numbers of surface rust blossoms.
My first thought was Bond Bug but I don't think that's right.

I was thinking some random Manx or Bradley variant, but didn't find anything indicating that was right. I got nuthin other than to say I'm pretty darn sure it's a kit car.

Tail lights are 128 3P but the vehicle is not. Look at where the glass and side markers are.
