Wow! You are correct, the OG side-valve 177cubic inch inline-4 in the Model T had 20 horsepower.

Sketchy idea: There’s probably enough room for a V4 out of a Honda ST1300 in there.
I think a Wisconsin engine out of a 1960s New Holland hay bailer would be just about right nice antique look, about 40 hp at least, also air cooled.
I think though the last thing this needs is more horsepower, it looks really nice, but the steering geometry is pretty weird and does it even have brakes on the front? On second thought brakes on the front would probably just tear the wheels off.
Still, the idea of an antique engine in a little roadster is sort of appealing, just with some actual automobile uprights and hubs and brakes and all that stuff.
